We use the word boiling to describe something that is really hot; it doesn't have to actually be boiling, it can be so when you have water on the stove or in the kettle, you can listen until you hear the water boiling. So then you have water that has the bubbles of steam coming out, but we also use boiling just to describe things that are hot.
